Story TOpics SACRAMENTO, Calif. (AP) - State leaders are calling on the Legislature to bolster California’s workers’ compensation system, as federal officials are considering giving the state the green light to move forward with a broader proposal to cut payments to injured workers. The system is already subject to a federal overhaul proposed by President Donald Trump’s administration that would make workers’ comp costs even more expensive by discouraging states from paying for costly medical treatments. Several Democratic lawmakers say the system needs a major update because it rewards workers for filing costly lawsuits rather than workers who are more likely to get injured and need help. “It’s kind of like the old joke, ‘If the workplace were more like a hospital, nobody would work,’” said Assemblyman Marc Levine of Glendale (D-Glendale) at a news conference. “It’s not close to what we envisioned when we designed the system. It’s not a race to the top and unfortunately we continue to go down.” Others said workers’ comp courts are clogged with frivolous claims, and the system also cuts out employers from providing proper medical care for injured workers. But some Republicans say the system is working well. “It’s a system that’s working well and it takes care of injured workers,” said Assemblyman Jim Patterson (R-El Monte) at the news conference. The changes are to be presented by the Obama administration to Congress on Friday and the state likely will get to see them when lawmakers return to the Capitol in January. Some critics say the state’s $5.9 billion annual workers’ comp bill is bloated and needs to be trimmed by about $1 billion a year. Critics also say the system is overly reliant on the workers’ compensation system for medical care and compensation to victims of work-related injuries, especially after years of lobbying by lawyers to expand workers’ comp, which has created a massive backlog of cases. The system, which replaced the state’s first workers’ comp system in 1911, was badly flawed after the 1989 595f342e71
